Centro de bienestar y resguardo ante inundaciones en el municipio de San José del Guaviare

Abstract

El municipio de San José del Guaviare es una región que cuenta con una ubicación de gran importancia ecológica, ya que se encuentra ubicado entre las regiones Orinoquia y Amazonia, y constantemente presenta cambios por factores sociales, económicos y ambientales. Una gran delimitación del municipio es el cauce de los ríos Guaviare y Guayabero, que marcan el límite del municipio al lado norte, siendo un elemento físico de riesgo y amenaza para la población, ya que presenta un alto índice de inundación en todo el borde perimetral del casco urbano y las áreas de expansión urbana, lo que pone en evidencia el nivel de vulnerabilidad que se presenta para la población, ya que esto genera desplazamiento e incremento de la pobreza. Por lo que se analizan los factores de incidencia de riesgos naturales por inundaciones y se alinean con el plan para el riesgo y desastres y el plan de desarrollo municipal, buscando contribuir a la estructura y fortalecimiento de espacios para la atención, respuesta y prevención ante estas situaciones de emergencia, priorizando el bienestar y seguridad de los habitantes del municipio. Haciendo el planteamiento de un centro de bienestar y resguardo que brinde espacios de alojamiento temporal, atención primaria y capacitación, convirtiéndose en un espacio de crecimiento social y de resiliencia urbana que permita a su vez fortalecer la estructura de emergencia del municipio.

The municipality of San José del Guaviare is a region of great ecological importance, as it is located between the Orinoquia and Amazonia regions and is constantly undergoing changes due to social, economic and environmental factors. A large part of the municipality is bordered by the Guaviare and Guayabero rivers, which mark the northern boundary of the municipality and are a physical risk and threat to the population, as they present a high risk of flooding along the entire perimeter of the urban center and areas of urban expansion, highlighting the level of vulnerability of the population, as this leads to displacement and increased poverty. Therefore, the factors that influence natural risks due to flooding are analyzed and aligned with the risk and disaster plan and the municipal development plan, seeking to contribute to the structure and strengthening of spaces for attention, response, and prevention in these emergency situations, prioritizing the well-being and safety of the municipality's inhabitants. The proposal is for a welfare and shelter center that provides temporary accommodation, primary care, and training, becoming a space for social growth and urban resilience that in turn strengthens the municipality's emergency structure.
