In La Candelaria, over time, a set of prestigious ad private higher education institutions have been stablished as Universidad de los Andes, Universidad del Rosario, Universidad Externado de Colombia, Universidad La Gran Colombia, Universidad de América, Universidad Autónoma de Colombia, Corporación Unificada De Educación Superior, Universidad Libre, y Universidad de la Salle; this community may be considered as a big campus. The objective of this research is to analyze the phenomena and the perceptions in regards to the access to the higher education of people with visual impairment disability in this community, from the inclusive education approach. It is done from a social and critical view, whose main feature is to analyze the social facts built in the universities object of this study, through a survey, interviews, documentary analysis and finally with a panel of experts in inclusive education that allow us to study this aspect from the legal, mobility and social approaches. It aims to sensitize the society in order to make the people with visual impairment disability can perform effectively their rights to education, participation, equality, free association and other related, to construct real lands of transformation and change in inclusive spaces. Students with visual impairment disability are excluded from higher education institutions due to a variety of causes, such as the lack of knowledge of the legal norms and they do not know how to get in touch with reality from those institutions in the face of such a situation. Also, there is a lack of plans to allow an effective inclusive education. In the exploration of the current situation, we perceived that the educational community is distant, indifferent and foreign; people avoid the approach and involvement to people with visual impairment disability, it leads to a difficult daily life of this community because they are not allowed to participate in their personal and social development.     Abstract

    La localidad La Candelaria de Bogotá, inmersa dentro de la localidad Santa fe y junto con la localidad Los Mártires, constituyen la zona centro de Bogotá. En la localidad La Candelaria, se ha establecido con el pasar del tiempo, instituciones de educación superior privada de alto prestigio y reconocimiento social como la universidad de los Andes, del Rosario, Externado de Colombia, La Gran Colombia, de América, Autónoma de Colombia, Corporación Unificada De Educación Superior, Libre, y Universidad de la Salle, localidad que se proyecta como un gran campus universitario. El objetivo de esta investigación es analizar el fenómeno y las percepciones sobre el ingreso a la educación superior universitaria de personas en situación de discapacidad sensorial visual en esta localidad desde el enfoque de educación inclusiva. Con una orientación socio-crítica, cuya característica es el análisis de realidades construidas socialmente de las universidades objeto de investigación, a través de una encuesta, entrevistas, análisis documental y finalmente con panel de expertos en educación inclusiva que permitan acercamientos a esta realidad estudiando los ámbitos jurídicos, de movilidad y social. Se busca sensibilizar a la sociedad en general para que la población en situación de discapacidad sensorial visual ejerza efectivamente los derechos a la educación, participación, igualdad, libre asociación y demás derechos conexos para construir escenarios reales de trasformación y cambio en espacios inclusivos. Los estudiantes en situación de discapacidad sensorial visual se ven excluidos en las instituciones de educación superior por diversas causas, se percibe que hace falta desarrollar por parte de las instituciones, planes tendientes a permitir una efectiva inclusión educativa. En la exploración a la realidad actual, se concluyó que la comunidad educativa es distante, indiferente y ajena lo que no les permite acercarse con mayor confianza a las personas en esta situación, lo que conlleva a una difícil situación de vida de esta población al no permitírseles involucrarse plenamente al desarrollo personal y social de la Nación; y no solo las Instituciones de educación superior, sino que también el Estado a nivel Nacional y Local no han generado un plan estratégico urbanístico y arquitectónico propicio que permita a esta población una movilidad segura
