Abstract

With the POT (DEC 190 OF 2004) a strategic operation around the Tunjuelo River is prioritized, taking this as the central axis of the strategic operation for its development. Although this operation dominated the Tunjuelo River, the growth of the city made the perception of it change. With the regulation of the new POT (DEC 555 of 2021), strategic operations were repealed, and in it new complementary planning instruments called strategic actions are born, these compared to operations are of smaller extension. This document identifies and analyzes the main opportunities that are lost in the Tunjuelo River with the change of perception, due to the rise of new complementary planning instruments such as Strategic Actions, from a study of Participatory Governance in Water Resources gives light to three key variables: Social uprooting of the natural heritage of water bodies, Social uprooting of the natural heritage of water bodies and decontextualized norm. With the help of a participatory action research together with interviews with sectors, public, private and inhabitants of the Isla del Sol and Rincón de Venecia neighborhoods; In which the conclusions were reached that by changing the scale of the operation to the action, the range of possibilities became smaller and it is necessary to consider and value the importance of these places as natural heritage of society and that the river becomes an intermediary element between the environment, city and have an impact of improving both the environmental conditions and the quality of life of its inhabitants who surround it.
