Los retos del gobierno del Huila para garantizar el servicio público de salud ante la crisis desatada por la pandemia del Covid-19

Abstract

The pandemic broke all prevention schemes worldwide and posed very complex challenges in the country, for example, in the department of Huila, where weaknesses in the infrastructure of the health system were exposed that exacerbated the conditions of access to healthcare. service and put the infrastructure and public policies on the matter to the test. The department of Huila with all its social nuances is a scale model of Colombia and approximates the behavior of the country, since it replicates the socioeconomic conditions and in some cases cultural conditions. In this research work, this department was chosen because it was the first to put forward a concrete proposal and a well-structured and serious work on the economic reactivation in the country. (Government of Huila, 2020). The present research aims to study health as a fundamental right, examining the actions implemented in Huila for the management of the pandemic. There is no doubt that a health condition is very unfortunate for a person, but, when it affects many around the world, and it is a “Pandemic”, we begin to notice that the consequences become even more tragic, since they involve other Factors such as the economy, productivity, the collapse of health systems and emergency care, which leads to an increase in public spending for their care, and, as if it were another disease, the depredation of certain sectors on the less favored. The quantitative nature of this work, measuring and evaluating public health management, specifically the conditions of access of the population in Huila, by means of analysis of official figures through descriptive statistical methods, allows to identify, as relevant findings, but It is not surprising that public policies on health in and infrastructure complicated access to the service and that today they are not enough to face the magnitude of a pandemic. The conclusion after analyzing the information obtained and contrasting it with the hypothesis raised, is that despite the entity and lethality of the SARS-CoV-2 virus, the actions carried out in the Department of Huila were constituted in a great test that got the best of each huilense demonstrating that teamwork yields good results.
