Abstract

The main character of informal housing in Latin America has been a problem situation that has spread for multiple reasons, for the Colombian context and in the city of Ibague has not been the exception, As a problem to be addressed, we will be dealing with the internal displacement of victims of the armed conflict who have settled on the edge of the Combeima river in Ibague and the characteristic variations that have made it a social and urban problem; To this end, we will address the problem faced by the municipality in terms of housing quality, with both a qualitative and a quantitative deficit of 33,672 dwellings throughout the city with an average family nucleus of 3.7 persons. This would lead to the need for a housing strategy for more than 100,000 people; However, the scope of the project is to serve a vulnerable population within this large number, 120 families that will be completely relocated, the objective is developed in the design of a partial housing project in the 11th commune of the city. To this end, the project will be linked to government policies and municipal strategies within the framework of the POT, the Combeima River Sanitation Plan and the Social Support for the Victims of the Armed Conflict. Likewise, the social and environmental impact will represent a great improvement for the population and society that has developed within this place, demonstrating that a participatory social and housing strategy is possible to mitigate the marginality and informality of those most affected.
