Abstract

In the field of new strategies to reinvent the water edges, this project seeks to intervene the edge of the Bogota River at the height of the Bilbao neighborhood from a previous analysis taking into account the characteristics of the sector. In the first instance, the origin of the Bilbao neighborhood occurred at the beginning of the 1990s, partly due to the migration of inhabitants from other areas of the country due to the armed conflict as evidenced in Figure 1, making it an illegal settlement. However, its legalization occurred on December 17, 1998 with Decree 1063, in the same decree, in Article 2 different regulations were created about the protection of water edges. Despite this, these houses still remain on the edge of the body of water, and are constantly threatened with flooding by a possible overflow or increase in flow, in addition, the sector does not have the quantity and the quality of sufficient public space and manifests problems of drug trafficking and drug addiction, for this reason the purpose of this project is to recover the water edge, and design spaces where there are integration activities, it is intended to act from the contribution to the recovery and control of this body of water through the generation of public space, in addition to the creation of equipment for recreation and sport, providing the community with adequate places for integration and enjoyment, the articulation of these with the river edge, and with the city to improve sociocultural, physical and urban conditions which have been affected by the deficit of public spaces and equipment for inhabitants of the sector.
