Thus, the research question asked is How effective has Law 1732 of 2014 been and Decree 1038 of 2015, in 2016, regarding the implementation of the Chair of Peace in the official schools of the 4th locality of San Cristóbal (Bogotá)? The data analyzed suggest that there is little appropriation by the official educational institutions of San Cristobal with reference to the implementation of the Chair of Peace However, this is not due solely to the responsibility of the schools, it is also incumbent upon the “Ministerio de Educación Nacional” and the “Secretaría Distrital de Educación” to train teachers and provide the necessary tools to carry out the implementation of this Chair. It is evident that the lack of implementation of the Chair of Peace is not due to ideological reasons on the part of the teachers or teaching directors, but rather to a little appropriation by the MEN and the SED.     Abstract

    En este estudio se examina la eficacia, entendida como la concordancia entre la conducta querida por el orden y la desarrollada de hecho por los individuos sometidos a ese orden, (Enciclopedia jurídica, 2014) de la Ley 1732 y el Decreto 1038 sobre Cátedra de la Paz en la localidad 4° San Cristóbal (Bogotá) durante el 2016, específicamente en los colegios oficiales de dicho sector. Lo anterior, por medio de encuestas y entrevistas a diferentes actores de las instituciones educativas oficiales del sector como estudiantes, docentes y directivos docentes. Así, la pregunta de investigación planteada es ¿qué tan eficaz ha sido la Ley 1732 de 2014 y el Decreto 1038 de 2015, durante el año 2016, en cuanto a la implementación de la Cátedra de la Paz en los colegios oficiales de la localidad 4° de San Cristóbal (Bogotá)? Los datos analizados sugieren que existe poca apropiación por parte de las instituciones educativas oficiales de San Cristóbal con referencia a la implementación de la Cátedra de la Paz. Sin embargo, ello no obedece exclusivamente a la responsabilidad de las instituciones, pues también recae sobre el Ministerio de Educación Nacional y la Secretaría de Educación de Bogotá la labor de capacitar a los docentes y brindar las herramientas necesarias para llevar a cabo la implementación de esta Cátedra. Se logra evidenciar que la falta de implementación de la Cátedra de la Paz no obedece a motivos ideológicos por parte de los docentes o directivos docentes, sino más bien a un poco apropiación por parte del MEN y la SED.
