    Abstract

    Uno de los objetivos de la estructura ecológica principal (EEP) del plan de ordenamiento territorial de Bogotá (POT) es garantizar el equilibrio entre lo construido y lo natural, dicho objetivo al no cumplirse, se genera una problemática que trasciende uno de los dos protagonistas, el ecosistema, que a su vez repercute en la población. ahondando más en las problemáticas de marginalidad que tienen al verse afectada una pieza de territorio como las rondas hídricas de un cuerpo de agua por problemáticas con estructuras de ordenamiento territorial Elementos como los humedales que hacen parte de la (EEP) y que son de vital importancia en la cotidianidad, deberían tenerse en cuenta en el momento de planificar la ciudad de una manera adecuada desde lo normativo que atienda una reflexión fuerte desde lo espacial, de tal manera que el espacio público sea planificado desde lo construido, es el caso del humedal Juan Amarillo donde el brazo oriental está siendo impactado de una manera negativa por elementos que trascienden lo ambiental como lo funcional, social, económico y espacial. Por lo anterior es de vital importancia lograr consolidar un proyecto que involucre este cuerpo de agua como estrategia para mejorar la calidad de vida de los habitantes, aprovechando piezas del territorio como espacios publico residuales que al no ser planificado brinda una oportunidad para planificarlo, cambiando el uso que se le dan , cumpliendo así con el objetivo de mantener un equilibrio entre lo natural y lo construido a partir de la correcta planificación de las dinámicas funcionales, sociales y espaciales en un entorno con un elemento como este, generando a su vez un sentido de pertenencia por el territorio.
