Análisis del impacto financiero del manejo e inversión de regalías del sector minero en Colombia: Estudio de caso

Abstract

This research, seeks to analyze the financial impact of the management and investment of mining royalties in Colombia, in order to determine if the General System of Royalties and currently the National Endowment Fund at the time have allowed an efficient administration, or on the contrary, they have hampered the proper management of resources, promoting inadequate management, considering the following problem statement: How has the financial impact of the management and investment of the royalties from the mining sector in different regions of the country ?, to answer this question was posed as general objective: To analyze the financial impact of the management and investment of mining royalties in the different regions of the country, through quantitative methods and descriptive statistics. Case study for coal mining in the Department of Boyacá, in the period 2009- 2013. The results derived from the application of quantitative methods with descriptive statistics provide answers to the hypothesis of the research project, as indeed the allocation and distribution of royalties from the mining sector and coal mining exploitation in the department of Boyaca, present High inequality and investment in poor utilization of resources evidenced by the low administrative capacity of local authorities, in hotbeds of corruption, irregularities in the handling of financial surpluses, lack of recording information at the right time of advances implementation of projects approved in the applications intended by the entities and lack of efficiency in the complete turnaround Images budgeted as distribution models, I highlighting the development that took the department in the period 2009 to 2011, where he had the revenues needed for further investment, prioritizing sanitation, drinking water, mining - energy, transport, health and education.
