    Abstract

    La presente investigación, busca analizar el impacto financiero del manejo e inversión de regalías del sector minero en Colombia, con el fin de determinar si el Sistema General de Regalías actualmente y el Fondo Nacional de Regalías en su momento han permitido una administración eficiente, o si por el contrario, han dificultado la adecuada administración de los recursos, promoviendo manejos inadecuados, teniendo en cuenta el siguiente planteamiento del problema: ¿Cuál ha sido el impacto financiero del manejo e inversión de las regalías del sector minero en las diferentes regiones del país?, para responder a esta pregunta se planteó como objetivo general: Analizar el impacto financiero del manejo e inversión de regalías del sector minero en las diferentes regiones del país, a través de métodos cuantitativos y estadísticas descriptivas. Estudio de caso para extracción de carbón mineral en el Departamento de Boyacá, en el período 2009- 2013. Los resultados obtenidos, derivados de la aplicación de métodos cuantitativos con estadísticas descriptivas, dan respuesta a la hipótesis del proyecto de investigación, ya que efectivamente la asignación y distribución de regalías del sector minero por explotación y extracción de carbón en el departamento de Boyacá, presentan alta inequidad y mal aprovechamiento en la inversión de los recursos evidenciado en la baja capacidad administrativa de las entidades territoriales, en focos de corrupción, irregularidades en el manejo de los excedentes financieros, la falta de registro de información en el momento adecuado de los avances de ejecución de los proyectos aprobados en los aplicativos destinados por las entidades encargadas y la falta de eficiencia en el giro total de regalías presupuestadas según los modelos de distribución, resaltando el desarrollo que tuvo el departamento en el periodo del 2009 hasta el 2011, en donde tuvo los ingresos necesarios para realizar más inversión, teniendo como prioridad el saneamiento ambiental, agua potable, minas – energía, transporte, salud y educación.
