    Abstract

    El Buen Gobierno en la administración pública tiene un papel fundamental en el cumplimiento de los objetivos trazados en el Plan de Desarrollo Nacional y Distrital, el mejoramiento y la reforma de los sistemas e instituciones de gobierno, incluido el fortalecimiento de la capacidad del sector público, tareas de crucial importancia para aliviar la pobreza, aumentar la participación de los ciudadanos en todos los niveles de la gestión de los asuntos públicos, proteger el medio ambiente, promover el desarrollo sostenible, y prevenir y encauzar los conflictos violentos y el manejo transparente de los recursos públicos. Pese a la inclusión de los lineamientos de buen gobierno en los Planes de Desarrollo Nacional y Distrital para la construcción de instituciones democráticas que realicen una gestión pública transparente donde prime la protección de los derechos humanos y el manejo adecuado de los recursos públicos, en algunos entes territoriales los pilares del Buen Gobierno, como la transparencia, son frágiles y las instituciones son demasiado débiles para garantizar una gestión eficiente y eficaz en la Administración. Teniendo en cuenta lo expresado, el objetivo de este trabajo es examinar la implementación de las políticas de Buen Gobierno en el Concejo de Bogotá, Distrito Capital, como la primera autoridad de la Ciudad, analizando la gestión de la Corporación durante el período constitucional 2008-2011, revisando la ejecución de las funciones misionales de gestión normativa y control político que la ley le ordena, así mismo examinar la percepción de la ciudadanía frente a la labor que realiza esta Entidad, con el propósito de proponer unas recomendaciones estratégicas institucionales que permitan mejorar la gestión y la imagen de la Corporación, teniendo como referencia el caso de corrupción que se presentó en Bogotá y que se denominó “el carrusel de la contratación” en el año 2010.
