However, despite existing measures to cover the environmental damage caused as a result of the implementation of the concession project, deteriorating the environment is remarkable and the impairment of nature has often been irreparable, this means that despite the role of the environmental license the impact on the environment is damaging, and it is seeking to complement existing conservation efforts at the national level, the research was performed as an alternative to keep in mind about what you do not safeguard the environmental license. Initiatives highway concession projects must be environmentally responsible, economically viable and socially adaptable under this parameter, auxiliary measures proposed are aimed at restoring the ecological balance and the preservation of natural resources from the dealer. The importance lies in recovering the environmental conditions that nature held before the construction of the road or at least greatly repair damage caused. This research highlights the major environmental problems arising from the construction of concessions, described the restoration process, presents the possible solutions to environmental problems and finally summarizes some of the challenges that will be faced by the environment in the future with the construction of The fourth generation of concessions.     Abstract

    Las concesiones viales en Colombia han significado progreso para el país, en el entendido de que la infraestructura ha ido creciendo vertiginosamente y se ha tornado en uno de los pilares fundamentales de desarrollo. Sin embargo y pese a las medidas existentes para amparar los daños ambientales ocasionados como consecuencia de la ejecución del proyecto de concesión, el deterioro al medio ambiente es notable y el menoscabo a la naturaleza en muchos casos ha sido irreparable, esto significa que no obstante la función que cumple la Licencia Ambiental el impacto sobre el medio ambiente es lesivo, es por esto y en búsqueda de complementar los esfuerzos de conservación existentes a nivel nacional, que la investigación se realizó como una alternativa a tener en cuenta sobre aquello que no salvaguarda la licencia ambiental. Las iniciativas de proyectos de concesión vial, deben ser ecológicamente responsables, socialmente adaptables y económicamente viables, bajo este parámetro, las medidas auxiliares planteadas están encaminadas a la restauración del equilibrio ambiental y a la preservación de los recursos naturales por parte del Concesionario. La importancia radica en recuperar las condiciones ambientales que ostentaba la naturaleza antes de la construcción de la vía o por lo menos reparar en gran medida el deterioro ocasionado. Esta investigación resalta los principales problemas ambientales originados en la construcción de concesiones, describe el proceso de restauración, plantea las posibles soluciones al problema ambiental y finalmente resume algunos de los desafíos a los que se verá enfrentado el medio ambiente en el futuro con la construcción de la cuarta Generación de concesiones.
