The situation that affects the structural and functional development of public hospitals in Colombia, deepening inequality in access to health services for the poor in the most remote areas of urban centers. The health sector in Colombia has had many normative changes, one of them as decentralization, generating difficulties for the formation of networks and supplying expectations of the population as a close attention to housing, another of the changes that the health sector is the decrease of contributory contributors as a result of unemployment and the increase of the informal economy, directly affecting the liquidity of hospitals, their image and the loss of user confidence. In reality there is a significant deficit that dramatically impacts the provision of health services, such as dilated administrative processes of patient services, basic and complex care away from their territories, portfolios with services that do not respond to demand of the population, problems of hospital infrastructure, access roads in regular state, deficit in terms of accessibility to information technology tools, biomedical equipment, human resources not strengthened in competencies, among many others, affecting the care of patients and the population in general. This thesis presents the proposal of a new location, design and concept of the hospital of Villeta, for the improvement of the provision of services based on the demand of the ASIS of Villeta and the province of Gualivá. Its purpose is to improve accessibility, opportunity, sufficiency, relevance, continuity and comprehensiveness in the care and operational functionality of the hospital and thus offer a quality of life for the residents.     Abstract

    Las políticas de salud pública desarrolladas durante las últimas décadas en el país y específicamente en el departamento de Cundinamarca, la prestación de servicios de salud se adelanta por medio de programas divididos, que limitan la atención integral al ciudadano, familia y comunidad. La Situación que incide en el desarrollo estructural y funcional de los hospitales públicos en Colombia profundizando la desigualdad en el acceso a los servicios de salud, para la población pobre en las zonas más alejadas de los cascos urbanos. El sector de la salud en Colombia , ha tenido muchos cambios normativos, uno de ellos como la descentralización, generando dificultades para la conformación de redes y suplir expectativas de la población como una atención cercana a la vivienda, otro de los cambios que ha sufrido el sector salud es la disminución de afiliados del régimen contributivo como consecuencia del desempleo y al aumento de la economía informal, afectando de manera directa la liquidez de los hospitales, su imagen y la pérdida de la confianza de los usuarios. En la realidad existe un déficit importante que impacta de forma dramática la prestación de los servicios salud, como son las procesos administrativos dilatados de servicios a pacientes, atenciones básicas y complejas lejos de sus territorios, portafolios con prestación de servicios que no responden a la demanda de la población, problemas de infraestructura hospitalaria, vías de acceso en mal estado , déficit en cuanto a la accesibilidad a herramientas tecnológicas de información, equipos biomédicos, recurso humano no fortalecido en competencias, entre muchas más, generando afectación en la atención de los pacientes y la población en general. La presente tesis presenta la propuesta de una nueva localización, diseño y concepto del hospital de Villeta, para la mejora de la prestación de servicios con base a la demanda del ASIS de Villeta y la provincia del Gualivá. Esta tiene como finalidad el mejoramiento de la accesibilidad, oportunidad, suficiencia, pertinencia, continuidad e integralidad en la atención y funcionalidad operativa del hospital y así ofrecer una calidad de vida de los pobladores.
