Estudio de la transformación de los inmuebles de conservación desde la implementación del plan especial de protección (PEP) de Aguadas, Caldas.

Por medio de la resolución 1883 de 2001 expedida por el Ministerio de Cultura se declaró como bien de interés cultural del ámbito Nacional, el conjunto urbano de Aguadas, Caldas, por el cual se aprueba el Plan Especial de Protección (PEP), esta declaratoria se fundamentó por ser una población representativa en el proceso de colonización antioqueña del siglo XIX, evaluando los valores estéticos, simbólicos e históricos del conjunto urbano representativo, sus técnicas constructivas, tipologías y materialidad. A pesar de la elaboración de un Plan Especial de Protección (PEP) la transformación de los bienes de interés cultural “BIC”, se ha seguido dando por diferentes variables entre las que se encuentran la falta de instrumentos de seguimiento y de implementación de la reglamentación del PEP, generando el cambio y alteración de los bienes inmuebles que componen el conjunto urbano de dicha declaratoria. Este trabajo plantea un estudio de la transformación arquitectónica de los inmuebles declarados como nivel 1 desde el año de implementación del PEP hasta la fecha, para identificar las modificaciones realizadas a los inmuebles de conservación integral, con el fin de entender por qué se han dado estos cambios y a partir de estas conclusiones plantear recomendaciones que permitan un mejor manejo en las intervenciones a los BIC para su efectiva conservación.

Abstract

By means of Resolution 1883 of 2001 issued by the Ministry of Culture, the urban area of Aguadas, Caldas, was declared as a cultural interest asset of the national scope, through which the Special Protection Plan (PEP) was approved. foundation for being a representative population in the process of Antioquian colonization of the 19th century, evaluation of the aesthetic, symbolic and historical values of the representative urban set, its constructive techniques, typologies and materiality. In spite of the elaboration of a Special Protection Plan (PEP), the transformation of the cultural interest goods "BIC", has continued giving for different variables among which are the lack of instruments of follow-up and implementation of the regulation of the PEP, generating the change and the alteration of the real estate that make up the urban set of said declaration. This work proposes a study of the architectural transformation of the buildings declared as level 1 since the year of implementation of the PEP to date, to identify the modifications made to the integral conservation buildings, to understand why these have occurred. Changes and consequences that propose recommendations that have a better management in the interventions to the BIC for their conservation.
