La propuesta se sustenta en la Ley 1454 de 2011, integrando un análisis normativo, institucional y espacial para consolidar esta figura asociativa como herramienta de gestión regional. El marco teórico considera la teoría de la Red Urbana, la de los Lugares Centrales y los aportes de Salingaros, Hall, Godard, McCann y Sanz, para analizar la interdependencia, la especialización de los asentamientos y la articulación regional. Se abordan también normativas como la Ley 488 de 1998, el Código de Minas y el Plan Nacional de Desarrollo 2023–2026, que promueven la asociatividad territorial y la diversificación económica. El enfoque metodológico es cualitativo, dentro del paradigma crítico interpretativo. El análisis evidencia desafíos interconectados en infraestructura, dinamismo económico, educación, salud y medio ambiente. El principal hallazgo es la necesidad de identificar espacios que promuevan el comercio, el intercambio de conocimientos y la colaboración estratégica para fortalecer la PAP, contribuyendo así al desarrollo integral del territorio.This graduate work, presented in the Master's Degree in Planning and Management of Sustainable Territorial Habitat, aims to formulate guidelines for the creation of an Administrative and Planning Province (PAP) between Muzo, Quípama and Otanche, in western Boyacá, from an integral territorial development perspective. The proposal is based on Law 1454 of 2011, integrating a normative, institutional and spatial analysis to consolidate this associative figure as a regional management tool. The theoretical framework considers the theory of the Urban Network, that of Central Places and the contributions of Salingaros, Hall, Godard, McCann and Sanz, to analyze interdependence, settlement specialization and regional articulation. It also addresses regulations such as Law 488 of 1998, the Mining Code and the National Development Plan 2023-2026, which promote territorial associativity and economic diversification. The methodological approach is qualitative, within the critical-interpretative paradigm. The analysis shows interconnected challenges in infrastructure, economic dynamism, education, health and environment.
