Se determinó que la ausencia de un Centro de Atención Prioritaria en Salud (CAPS) limitaba significativamente la cobertura médica local, generando una alta dependencia de los hospitales de municipios vecinos como Ubaté y Guachetá, lo que incrementaba los tiempos de traslado y los riesgos para los pacientes en situaciones de emergencia. El estudio incorporó un análisis normativo basado en la Ley 1438 de 2011, la Resolución 3100 de 2019 y la Norma Sismo Resistente Colombiana NSR-10, las cuales establecen los lineamientos técnicos, administrativos y estructurales para la habilitación y funcionamiento de los centros de salud en el país. Desde el enfoque metodológico, se desarrolló un análisis integral del contexto territorial, económico y normativo del municipio, evidenciando que la gestión ineficiente de proyectos públicos representaba una de las principales barreras para la consolidación de infraestructura sanitaria en la región. Finalmente, el proyecto arquitectónico del CAPS fortalecido se planteó como una respuesta concreta a esta problemática, ofreciendo una propuesta funcional, sostenible y adaptada a las necesidades de la población de Lenguazaque.The research addressed the problem of the lack of hospital infrastructure in the municipality of Lenguazaque, Cundinamarca, and its impact on timely and equitable access to health services. It was determined that the absence of a Primary Care Health Center (CAPS) significantly limited local medical coverage, generating a high dependence on hospitals in neighboring municipalities such as Ubaté and Guachetá, which increased travel times and risks for patients in emergency situations. The study incorporated a regulatory analysis based on Law 1438 of 2011, Resolution 3100 of 2019, and the Colombian Seismic-Resistant Standard NSR-10, which establish the technical, administrative, and structural guidelines for the authorization and operation of health centers in the country. From a methodological perspective, a comprehensive analysis of the municipality's territorial, economic, and regulatory context was developed, revealing that the inefficient management of public projects represented one of the main barriers to the consolidation of healthcare infrastructure in the region.
