dc.description	Está investigación, analiza porque en Colombia, el acceso al agua potable aún no está tipificada como un derecho fundamental e individual, siendo garantía su acceso por parte del Estado, aunque no hay un mandato como parte de ley, se ve que, desde el Código Civil, el agua es de uso público y se debe su protección por parte de la nación, donde se castiga el uso inadecuado de la misma como recurso natural limitado. Se utiliza como instrumento los proyectos de actos legislativos y de ley que no obtuvieron los 8 debates para que fuera protegida el agua y hubiera un acceso a toda la población colombiana, se sabe que, por razones personales, empresas privadas limitan este recurso con el fin de obtener dinero y control de la misma.	spa
dc.description.abstract	This research analyzes why in Colombia, access to drinking water is still not typified as a fundamental and individual right, being its access guaranteed by the State, although the law is not clear in this way, it is evident that, from the code, water is a public resource and must be protected by the nation, which the inadequate use of it as a limited natural resource is punished. It works as a tool of the legislative and law projects that did not obtain the 8 debates so that the water would be protected and there would be access to all the Colombian population, that is why, for personal reasons, private companies limit this resource with the purpose of obtaining money and control of it.	spa
