dc.descriptionInternational Development Cooperation in Colombia, beyond being represented as a transcendental foreign policy tool, becomes a channel of communication with other international actors whose main incentives for understanding are provided by the system itself. Hence, since the mid-twentieth century, the diverse range of social, economic and even political challenges faced by the governments of the time has generated a variety of interests vis-à-vis the international community. From this position and supported by the neoinstitutionalism of international relations, the present research seeks to elucidate from the study and analysis of different documents and strategies developed, how Colombia’s interaction, in this case with the United States, has been prolonged since its beginnings and at its height in the 1990s under Plan Colombia, due to a series of priorities assigned in government agendas and whose approach has meant an amalgamation of incentives at the same time. To this end, the first part will show the first signs of how Cooperation is rooted in the country’s actions and, immediately afterwards, the influence of its structuring by the United States. Finally, the importance of rethinking this channel of communication with such an old neighbour in the face of the challenges posed by the peace agreement with the FARC-EP.en-US
dc.descriptionLa Cooperación Internacional al Desarrollo, en Colombia, más allá de verse representada como una herramienta trascendental de política exterior deviene en un canal de comunicación frente a otros actores internacionales cuyos principales incentivos de entendimiento son proveídos por el mismo sistema; de allí que, desde mediados del siglo XX, toda la diversa variedad de retos en materia social, económica e incluso política a los que se han enfrentado los gobiernos de turno generan un variopinto de intereses frente a la comunidad internacional. Desde esta postura y apoyada en el marco del neo institucionalismo de las relaciones internacionales, la presente investigación busca dilucidar a partir del estudio y análisis de diferentes documentos y estrategias desarrolladas cómo la interacción de Colombia, en este caso, con Estados Unidos se ha visto prolongada desde sus inicios y en su punto más álgido en la década de los años 90 bajo el Plan Colombia debido a una serie de prioridades asignadas en las agendas gubernamentales y cuyo planteamiento han significado una amalgama de incentivos a la par. Para ello, en una primera parte se mostrará los primeros visos de cómo se arraiga la Cooperación en el actuar del país y, acto seguido, la influencia de su estructuración por parte de Estados Unidos, por último, frente a los desafíos que supone el acuerdo de paz con las Farc-EP, la importancia de que tal canal de comunicación con tan antiguo vecino sea replanteado a las demandas del contexto. es-ES
