In this investigation the EPS will be taken as a case study, since the analyzed data suggest the weakness of our integral health system and the way in which these health providers induce the purchase of Complementary Health Plans to improve the service offered. for the Health Benefits Plan and with this possibly leaving aside the true meaning of Law 100 of 1993, which created and applied a social security system, designed to favor the most vulnerable and poorest of society, and the working party, which in recent years has been involved in a crisis that can be evidenced by the multiple complaints of users for the poor attention in the allocation of appointments, in the delivery of medicines, the slowness in the authorization of medical treatments , among others, for which the EPS, induce users to join the complementary health plans, offering a number of benefits ios as a network of specialists among others.     Abstract

    Con esta investigación se analizará si los Planes Complementarios, vulneran el derecho integral a la salud, de quienes solo cuentan con el Plan de Beneficios en Salud (antes POS), para ello se estudiara el Sistema de Seguridad Social Integral, el Sistema General de Seguridad Social en Salud (SGSSS), El Decreto 806 de 1998, el Decreto Único Reglamentario del sector salud y de protección social que compila las diferentes normas que regulan nuestro sistema de salud, la Administradora de Recursos del Sistema General de Seguridad Social en Salud –ADRES, las EPS, la forma como contratan las IPS, los Planes Complementarios y el Plan de Beneficios, cómo funcionan las cuotas moderadoras y copagos. En esta investigación se tomara como análisis de caso la EPS Compensar, ya que los datos analizados sugieren la debilidad de nuestro sistema de salud integral y la forma como estas empresas prestadoras de salud inducen a la compra de Planes Complementarios de Salud para mejorar el servicio ofrecido por el Plan de Beneficios en salud y con ello posiblemente dejar de lado el verdadero sentido de la Ley 100 de 1993, que creó y aplico un sistema de seguridad social, pensado en favorecer a la población más vulnerable y pobre de la sociedad, y a la parte trabajadora, que en los últimos años se ha visto envuelto en una crisis que se puede evidenciar mediante las múltiples quejas de los usuarios por la deficiente atención en la asignación de citas, en la entrega de medicamentos, la lentitud en la autorización de tratamientos médicos, entre otras, para lo cual las EPS, inducen a los usuarios a que se afilien a los Planes complementarios en salud, ofreciendo un sinnúmero de beneficios como red propia de especialistas entre otros.
