Structurally, it was sought to analyze the Andean integration process to the scheme of open regionalism under which the international system operates, and for this it is necessary to investigate the way in which the objectives of integration that arise in the organs of the institution, are adequate to the commercial processes and objectives that are contemplated in the needs and structural problems of development of the Andean region. This is how it is evident that in these bodies of the SAI there are problems of an administrative nature and of competition between each institution and its attributions that in many occasions disrupt one another, in front of the challenges that require to assume the different orientations in the matter of economic policy that the member countries handle.     Abstract

    La integración en Latinoamérica en el ámbito de la cooperación económica y social se inicia formalmente a través de la Comunidad Andina de Naciones (CAN) en 1969. Esto conlleva a la internacionalización de la economía y su bloque, ejerciendo un desarrollo equilibrado en la integración de los países de forma eficaz. Para lograr la eficiencia en esta investigación es necesario analizar el desempeño institucional de la CAN, teniendo como referente al SAI, por ser el conjunto de órganos e instituciones del bloque subregional andino. Estructuralmente se buscaba analizar el proceso de integración andina al esquema del regionalismo abierto bajo el cual opera el sistema internacional, y para ello se hace necesario investigar la forma en cómo los objetivos de la integración que se plantean en los órganos de la institución, se adecuan a los procesos y objetivos comerciales que se contemplan en las necesidades y problemáticas estructurales de desarrollo de la región andina. Es así como se evidencia que en dichos órganos de la SAI hay problemáticas de carácter administrativo y de competencia entre cada institución y sus atribuciones que en muchas ocasiones trastocan unas con otras, frente a los retos que requieren asumir las diferentes orientaciones en materia de política económica que manejan los países integrantes.
