Abstract

The impact of globalization on emerging states has left great marks in history, we conclude that development should not be achieved through the hunger of people, much less violating human rights. Therefore the importance of the delivery of responsibilities to the government for the administration care and protection of the rights of its citizens. Without states there is no international law, the State is the condition for the existence of international law. Each one is characterized by having different cultures, ideologies or lifestyles; which creates agreement or contradictions in the ideals of each people, having differences of opinion are generated at the same time discord or conflict, which is why, were created rules to regulate international relations. Having ideological differences as mentioned above, conflicts can be generated, which are defined as situations of discord or disagreement between two or more parties. Conflicts are more frequently evident at the internal level of each State, while international conflicts, that is to say between States, are less occurring. If each state is not able to control its internal political, religious and especially armed conflicts, it is a latent signal that the system of government has failures and should be reevaluated. So ingenious is the human mind that always looks for strategies for everything that prevents them from fulfilling their goals are positive or negative, for example the internet, it has been a tool that allows to transmit messages through an email, writes the information in a draft and no such message is sent, however the person to whom the message is addressed, enters that email with the password reads the message and also leaves its response. The above allows not to be kept any records and yet the objective is achieved which is to transmit a messager. However these strategies make governments take security measures, within them is to know the life of its inhabitants, there is no privacy, you have the knowledge that credit cards have the person, where he buys, spends, his income their expenditures, what assets they possess etc., all thanks to technology. States must manage internal rules and systems of governance that allow for the control of internal conflicts, without undermining the country's relations at the international level
