However, it is an issue contradictory: on the one hand, is a fundamental part of the economic revitalization of a city, yet is a mechanism that generates strong movements. If this land management tool was well used, achieved integrate the popular sectors, as dwelling places in which they could develop economic activities that would enable them to residents have a source of income. This project is aimed to present an alternative to the renewal and urban development on the edge of the Rio Magdalena, Boardwalk and Park Adventure Island city of Neiva, as has been evident deterioration of spatial location, and different contaminants affecting the optimal development and proper place, and the poor use made of the property and public spaces affecting the urban environment of the city. These properties are underutilized and have a level of support and sustainability, and the lack of commitment of regulators and both public and private, together with lack of belonging to the inhabitants of their city. For research took into account the participation of several actors including municipal authorities, experts in urban development sector neighbors, traders and the general public. The research is a qualitative approach, which is supported on arrays of participant observation, field log book, application interviews and analysis of variables with respective theoretical underpinnings raised addressed in the different project phases. The project displayed in the projective phase once the conceptual stages of diagnosis and a viable, sustainable and sustainable alternative development and urban renewal in which the different architectural, environmental, socio-cultural and tourism components are integrated out.     Abstract

    La renovación urbana es una herramienta de planificación que permite reorientar el crecimiento de la ciudad, consolidando sectores de la ciudad deteriorados y parcialmente abandonados, con lo cual se puede generar suelo urbanizable y mejor calidad de vida. Sin embargo, es un tema contradictorio: por un lado, es parte fundamental en la dinamización económica de una ciudad, pero a la vez es un mecanismo que genera fuertes desplazamientos. Si este instrumento de gestión de suelo fuera bien utilizado, lograría integrar los sectores populares, como lugares de vivienda en los cuales se podrían desarrollar actividades económicas que les permitieran a los residentes tener una fuente de ingresos. El presente proyecto va encaminado a presentar una alternativa para la renovación y desarrollo urbanístico al borde del Rio Magdalena, Malecón y Parque Isla de Aventura de la ciudad de Neiva, ya que se ha logrado evidenciar el deterioro espacial del lugar, y los diversos factores contaminantes que afectan el desarrollo óptimo y adecuado del lugar, así como la mala utilización que se hace de los bienes y espacios públicos afectando el entorno urbano de la ciudad. Estos inmuebles son subutilizados y no poseen un nivel de sustentación o sostenibilidad, además la falta de compromiso de los entes reguladores tanto públicos como privados y sumados a la falta de pertenencia de los habitantes por su ciudad. Para la investigación se tuvo en cuenta la participación de varios actores entre ellos las autoridades Municipales, expertos en desarrollo urbanístico, vecinos del sector, comerciantes y ciudadanìa en general. La investigación tiene un enfoque cualitativo, que se soporta en las matrices de observación participante, diario o bitácora de campo, aplicación de entrevistas y análisis de variables con los sustentos teóricos respectivos abordados en las diferentes fases planteadas del proyecto. El proyecto mostrarà en la fase proyectual una vez agotadas las fases de diagnòstico y conceptual una alternativa viable, sostenible y sustentable de renovación y desarrollo Urbano en la que se integran los diferentes componentes arquitectónicos, ambientales, socio-culturales y turísticos.
