    Abstract

    Para una óptima gestión administrativa de los entes territoriales, se requiere del cumplimiento de los procesos de planeación, seguimiento y evaluación. Dichos procesos no han sido aplicados a cabalidad en el Municipio de Carmen de Carupa – Cundinamarca, toda vez que la gestión del Municipio no fue seguida ni evaluada, en relación con los programas contenidos en el Plan de Desarrollo 2012 – 2015, incumpliendo parcialmente lo normado por el artículo 339 y SS de la C.P y su ley orgánica. Sin embargo, es propio manifestar que dicha situación jurídica puede ser mejorada a través de acuerdos de gestión ejecutados desde dos niveles; el primer nivel entre la alcaldía y la gobernación, en virtud del principio de autonomía y en segundo nivel, acuerdos de gestión entre el alcalde y sus funcionarios, a fin de que éstos últimos cumplan su oficio como dependencias autónomas pero articuladas en la consecución de objetivos en común.
