These mechanisms were developed Law 134 of 1994, among which is the removal of officials, created for the purpose of voters citizens to exercise direct democratic participation, not only in the choice of their rulers, but with the ability to revoke the mandate when it has failed government program or are creating general dissatisfaction of the population. The recall is one of the political rights that most influence to bring about a true participatory democracy contained in the Constitution and the law, because gives voters an important power of control over the conduct of its representatives, which establishes a nexus of responsibility between them and their electoral base. However, five decades after its implementation, it has not thrived no recall, despite having made several attempts in different regions of the country. Evidence shows the lack of guarantees and the violation of their rights, when they tried to summon the recall of some rulers.     Abstract

    La Constitución de 1991, introdujo un gran avance en lo pertinente a los mecanismos de participación ciudadana, como elementos necesarios para legitimar y recuperar la credibilidad en las instituciones democráticas. Dichos mecanismos fueron desarrollados la Ley 134 de 1994, dentro de los cuales está la revocatoria del mandato, creado con el propósito de que los ciudadanos electores puedan ejercer una participación democrática directa, no solamente en la elección de sus gobernantes, sino con la capacidad de revocar el mandato cuando ha incumplido el programa de gobierno o están generando insatisfacción general de la población. La revocatoria es uno de los derechos políticos que más inciden para hacer realidad una verdadera democracia participativa, contenida en la Constitución y la Ley, por cuanto otorga a los electores un importante poder de control sobre la conducta de sus representantes, con lo que establece un nexo de responsabilidad entre estos y su base electoral. Sin embargo, cinco lustros después de su implementación, no ha prosperado ninguna revocatoria, a pesar de haber hecho varios intentos en diferentes regiones del país. Las evidencias muestran la falta de garantías y a la vulneración de sus derechos, cuando han intentado convocar a la revocatoria del mandato de algunos gobernantes.
