trabajo analiza la reconstrucción territorial desde el punto de vista de la Política Nacional de Consolidación y Reconstrucción Territorial, tema de gran relevancia en este momento para el Estado Colombiano, que genera tanto impacto Nacional e internacional, dando así paso a una etapa de posconflicto que conllevaría a trabajar de forma articulada a la Comunidad, al Gobierno Nacional y a las Fuerzas Militares para generar seguridad territorial que involucra a la institucionalización del territorio, la integración regional y la participación ciudadana y buen gobierno, brindando así capacidades necesarias para el acceso y la protección de los derechos fundamentales de la población de los territorios afectados históricamente por el conflicto armado y los cultivos ilícitos. En primer lugar, se explica la Política Nacional de Consolidación y Reconstrucción Territorial la cual está en cabeza de la Unidad Administrativa Especial para la Consolidación Territorial – UACT -, adscrita al Departamento Administrativo para la Prosperidad Social – DPS -. Posteriormente observaremos la intervención que ha tenido dicha Política con sus programas en especial el de Erradicación Manual y Desarrollo Alternativo, los cuales generan el mayor impacto en los municipios focalizados, y que nos permitirá examinar si se ha cumplido con los compromisos allí pactados.
Abstract
In Colombia we live in internal armed conflict since the 1960s, the main causes of the conflict focus on poverty, lack of education, state abandonment. Given the historical moment facing the country at present directed towards a peace process, and thus which carries the whole process through a post-conflict state it has been preparing the implementation of standards that contribute to the development restoration of rights under the Territorial Consolidation Policy. We believe it is crucial to determine the legal and social effectiveness of this policy whenever future regulations issued for the regulation and application of it reflected a true scope if you had the role of its objectives. Policies aimed at the territorial state reconstruction and consolidation in those areas hit by the conflict in our country will be crucial to return achievable peace agreements. It is therefore vital to determine whether the current policy and regulations if they resolve the needs of the Colombian population affected by the violence. It is transcendental determine what were their strengths or weaknesses. This paper analyzes the National Consolidation Policy and Territorial Reconstruction, very important issue right now for the Colombian state, which generates both national and international impact, giving way to a post conflict would lead to work articulately to the Community, the Government National Armed Forces and to generate territorial security.
