    Abstract

    Este trabajo tiene como fundamento el proceso de descentralización educativa que se ha dado en Colombia a partir de la Constitución de 1991, con la claridad de que este proceso inicia previo a esta etapa. Desde este punto de partida se buscó analizar la forma como la descentralización educativa se ha desarrollado en Bogotá, de lo cual se encuentra, por un lado que existen grandes limitaciones impuestas por el legislador, pues es el que redistribuye competencias en el sector educativo. Por otro se encuentra que el Concejo de Bogotá no ha ejercido sus funciones en lo que se refiere a la atribución de distribuir competencias a las localidades, las cuales tienen el potencial de fortalecer el sector educativo para hacerlo más participativo y con el fin de que la educación responda a las necesidades locales. Finalmente se exploran alternativas para el fortalecimiento de la participación como lo son las zonas metropolitanas y la descentralización por servicio, con el propósito de acortar la distancia entre las entidades que formulan la política y aquellas que prestan el servicio.
